    DECISION

    The Commission has indicated its consent that this appeal by the claimant be allowed. I have therefore treated the matter as one in which an oral hearing has not been requested. Upon my review of the file and in view of the Commission's consent, the appeal is allowed and the matter is returned to the Commission for the appropriate determination.
