    DECISION

    The Honourable E.J. Houston, Q.C.

    This appeal came on to be heard at the City of Toronto on October 7, 1998.

    The appellant requested an adjournment. It was not granted.

    There is no issue to be tried. The appellant asked for a decision on compassionate grounds. In the opinion of this Umpire, an adjournment would be a miscarriage of justice.

    The grounds of appeal are set out in Exhibit 14-3.

    The Commission will consider whether it ought to grant any relief to the claimant. It will consider whether the repayment terms should be modified.

    The appeal is dismissed.
