IN THE MATTER of an appeal to an Umpire by the claimant from the decision of a Board of Referees given on October 12, 2005 at Ste-Thérèse, Quebec
DECISION
PAUL ROULEAU, Chief Umpire Designate
The claimant appeals from the Board of Referees' decision given on October 12, 2005. His appeal was received by the Commission on February 22, 2006, after the 60-day period set out in section 116 of the Employment Insurance Act had expired.
In his notice of appeal, the claimant explained that he filed his appeal late because he was seriously ill. He was unable to file his appeal in the period of time set out in the Act owing to his health problems.
I am satisfied that the claimant's explanations constitute special reasons, thereby warranting my extending the appeal period.
Consequently, I allow this appeal to proceed on its merits before an Umpire.
