DECISION

The claimant appealed from the decision rendered by the Board of Referees on September 13, 2005. The Commission received his appeal on February 15, 2006, that is, after the 60 day time limit set out in section 116 of the Employment Insurance Act.
The claimant explained that he delayed in filing his appeal because he was waiting for information from the person who was to represent him. He was not physically or psychologically able to take care of this matter himself.
I am satisfied that the claimant's explanations constitute special reasons that warrant the extension of the appeal period.
Consequently, I will allow this appeal to be heard on its merits by an Umpire.
