    (a) Purpose of the Legislation

    The sanctions provided by the legislation must be viewed not so much as punishment, but as a deterrent necessary to protect the whole legislative scheme whose proper administration depends upon the truthfulness of claimants. Further, the Commission's practice of increasing the amount of penalty with each successive penalty imposed, is not a limitation of its discretion but rather is a determining guideline that will assure some consistency.
