    I. The Legislation

    The time prescribed in the legislation for the filing of weekly reporting cards is, during a continuing claim, within three weeks of the week for which benefit is claimed. In the case of a renewal claim, the first claim must be made within one week of the week for which benefit is claimed.

    Where a claimant files his or her reporting cards or renewal application after the time prescribed in the legislation the issue of backdating arises. Late reporting cards or renewal applications shall be regarded as being filed on an earlier day if the claimant shows that there was good cause for the delay throughout the period commencing on the earlier day and ending on the day when the claim was made.
