    I. The Legislation

    (c) Time for Appeal

    Section 116 of the Employment Insurance Act provides that an appeal to an Umpire must be brought within sixty (60) days after the Board's decision is communicated to the person bringing the appeal. The section also provides that the Umpire may, for "special reasons", allow an appeal to be brought outside the sixty day time period prescribed by the Act.
